In response to the increasing incursions of hostile forces into occupied space, the Order of the Red Dragon announced today the formation of the "Planetary Watch" program.

"Settled space is becoming more dangerous," stated Minister Zhou Hong Kuang from the Ministry of Information headquarters, "and we must do our part to protect it." Kuang continued by saying, "Observe the horrors which occurred on Primus planet. If there had been a fleet of Red Dragon privateers in the system, this tragedy would never have come to pass. Sadly, the Progen Republic chose not to listen to words of wisdom."

Pamphlets have been distributed to all sectors promoting the formation of this new program, along with posters asking for new recruits to bolster the ranks of the Red Dragons.

"Any system may join the Planetary Watch program. We shall place buoys in cooperating sectors that will broadcast 'This system is under the Watch of the Red Dragons.' All we ask is a location to dock at in the system and perhaps some small duty-free tax agreements," said Kuang.
